It can, in two ways. A clogged condensate line or a failed pump spills water beside the furnace, and an oversized AC short-cycles without running long enough to dry the air. Check the floor around the furnace and the pump's reservoir first. If the drain is fine and the basement still feels clammy, the AC may be too big for the house, and a dehumidifier is often the better fix for a riverside basement.
Our Delano house was built around 2000. Does the AC use R-22?
Possibly. Most central air conditioners made before about 2010 ran on R-22, and plenty of 2000-era houses still have the original condenser. The nameplate on the outdoor unit lists the refrigerant.
