The fixes range from a lower blower speed and a dehumidifier for the lower level to a second zone, depending on what we measure.

Not for long. Each system has its own condenser, coil and ductwork, so the working unit can only cool the floors it serves. Check the thermostat for the warm zone, its breaker and the disconnect beside that condenser, then call.
