It can. Damp air rusts furnace cabinets and burner parts, grows mold on the AC coil and in return ducts, and makes the whole house feel muggy. A portable dehumidifier handles a small space. A whole-home dehumidifier ties into the ductwork and drains on its own. Fix the outside water first, like gutters and grading, then size the dehumidifier to what is left.

In a small, well-insulated house, cold-climate mini-splits can carry most of the winter, but their output drops as the temperature falls below zero, and closed doors block the air from reaching back rooms. Most Minnesota installs keep a backup, either the existing furnace or electric resistance heat. We size heat pumps to the design-day heat loss from a load calculation, not to square footage.

Usually, but the venting decides it. A 96% furnace needs PVC intake and exhaust pipes to an outside wall or the roof, and in a condo that path may cross a neighbor's space or a common wall the association controls. Where it can't, an 80% furnace on the existing vent or a heat pump with an electric air handler may be the practical choice. Get the association's rules to us before we quote.
