It depends on which side of Highway 55 you are on. Rockford's own resource page lists Wright-Hennepin for properties south of 55 and Xcel Energy for properties north of it. CenterPoint Energy handles gas citywide. Air conditioner and heat pump rebates come from the electric utility, so the highway decides which program you are dealing with.

In a damp house near the river, often yes. A bigger air conditioner cools faster and shuts off before it removes much moisture, so rooms feel cold and clammy at the same time. A whole-home dehumidifier on the return controls humidity on its own schedule, including spring and fall when the AC is off. We look at the basement first, because outside drainage problems should be fixed before adding equipment.

Usually the sheet metal itself is fine; ducts from that era can last the life of the house. What they need is sealing at the seams and joints, a return large enough for a modern blower, and a look at whether the supplies reach the far bedrooms. We measure static pressure before we size the new furnace. Replacing ducts behind finished walls is costly, but sealing and adding a return rarely is.

Mostly the contractor and the calendar. Xcel's ducted heat pump rebates go through its Trade Partner Network, so ask any installer whether they are on it. Xcel says installations and invoices must be finished by December 31, 2026, with applications accepted through September 30, 2027, and the rebate can't exceed the install cost. South of 55, Wright-Hennepin's rules apply instead.
