Not necessarily. The roof loads the upper floor with heat and cold air settles, so some difference is normal in a two-story. A big gap usually points to airflow: undersized or blocked upstairs returns, a blower on too low a speed, or dampers still set for winter. We check charge and coil first, then airflow. Running the fan continuously or opening upstairs dampers in summer helps, and zoning is the bigger fix.
