Osseo grew up as a farm town on Bottineau Prairie. The Great Northern Railroad arrived in 1880 and the village became a potato-shipping center; in the record 1914 harvest, an average of 150 carloads a day left town. In 1915 voters approved bonds for a waterworks and an electric system, a handful of new homes went up that summer, and the Jefferson Highway soon ran down the main street, now Central Avenue. A house surviving from those decades has likely been through coal, oil and gas heat, and its chimney and patched-in ductwork are the first things we check.
The postwar boom did most of the building. Between 1950 and 1970 the population went from 1,167 to 2,908, and the typical house from those years has its furnace in the basement, exhausting up a masonry chimney alongside the water heater, with returns sized long before anyone planned for central air. Since the population peaked in 1980, new housing has come through redevelopment, such as the large residential project under way north of the water tower in 2016.

Winter trouble in a postwar Osseo house often starts at the chimney. Osseo built its own electric system and waterworks in 1915. Is the power still city-run?
No. Today Xcel Energy supplies Osseo's electricity and CenterPoint Energy its natural gas, according to the city's utility contacts, while the city still bills water and sewer. The 1915 water tower from that project still stands on Central Avenue. For heating and cooling, it means Xcel's AC and heat pump rebates and CenterPoint's furnace rebates are the ones that apply, the same as in much of the metro.
