Those are Northern Natural Gas transmission lines, which move gas across the region at high pressure; houses connect only to a local utility's distribution mains. In Scandia that's Xcel Energy, or Minnesota Energy Resources around 182nd and 188th streets, and the city notes gas isn't available in all areas. Ask the utility whether a main extension to your road is planned. Until then, a propane furnace, often paired with a heat pump, does the heating.

Not for the reduced heating rate. Connexus says that rate doesn't work with mini-split systems, because it needs low-voltage control wiring and an automatic, thermostat-controlled backup heat source. A ducted heat pump paired with a propane or gas furnace fits the program, and a mini-split may still qualify for the co-op's ductless heat pump rebate. Part of Scandia is on Xcel Energy instead, so look at who sends your electric bill before counting on either.

Usually not. The furnace sits under the original house, and the addition often hangs off one long duct run with no return, so it loses out to closer rooms. We measure airflow and temperatures at the far registers and check the addition's insulation. The answer is usually more air, through its own supply run and a way back, or a ductless head that heats it directly. A bigger furnace would short-cycle the rest of the house.

Usually the same place as in town: a floor drain, or a small pump that lifts it to one. The water is mildly acidic, so we often add a neutralizer cartridge filled with limestone chips, which protects cast-iron drain lines and septic parts. The volume is small next to what a household sends down the drain. Washington County, not the city, handles private septic systems in Scandia, so check with the county before other plumbing changes.
