Usually it's a humidity problem the AC can't solve alone. A walkout facing the lake sits partly below grade and stays cool, so the AC rarely runs long enough down there to pull moisture out of the air. A whole-house dehumidifier tied into the ductwork, or a dedicated unit for the lower level, dries it out without overcooling the upstairs.

Yes. Ductless mini-split heat pumps are the usual answer for cottages and add-on rooms, because the refrigerant lines need only a small hole through the wall. Cold-climate models keep heating well below zero, though output drops as it gets colder, so we size them with a Manual J and keep a backup heat source in place for the coldest nights.

Never off. Keep it warm enough that pipes on outside walls and in the crawlspace stay above freezing, open sink cabinet doors on exterior walls, and consider shutting the main water valve when you leave. A Wi-Fi thermostat that texts a low-temperature alert gives you time to act if the heat quits. Have the furnace or heat pump serviced in fall, and keep the CO alarms working even when nobody's there.

It can be done, but it's rarely cheap. The trunk ducts, gas line, venting and condensate drain all start at the furnace, so moving it means rerouting most of them. Many owners finish around it instead, with a mechanical room built to the manufacturer's clearances and, for a non-sealed furnace, enough combustion air. A 96% sealed-combustion furnace makes a smaller room workable, since it draws its air from outside.
