Before it was a suburb, Shoreview was farmland in Mounds View Township with a summer trade on its lakes. The Twin Cities Army Ammunition Plant opened next door in 1941, and Edgetown Acres, north of County Road I, was built to house its workers, which is why some of the city's older neighborhoods sit on the north side. The village had about 5,200 residents when it incorporated in 1957 and about 14,000 when it became a city in 1974.
Subdivisions then spread north over roughly three decades, so most neighborhoods were built in a single era and are aging together. The townhome and condominium associations came mainly in the 1970s and 1980s, and the city's one manufactured home community opened in 1976. By 2000 about 95 percent of Shoreview was developed, and building since has been infill.
