On a newer house the cause is usually setup, not age. We check refrigerant charge by superheat and subcooling, measure static pressure, look at the filter and indoor coil, and confirm the thermostat is staging a two-stage system correctly. Builder installs sometimes skip that final setup, and correcting it often restores the capacity you thought was missing.

Yes, mostly because it keeps small problems small: a dirty flame sensor, a slow condensate drain, a weakening capacitor. Some manufacturers also ask for proof of regular maintenance when you file a warranty claim, so keep the receipts. Most basement finishes add walls and ceilings but no new supply or return, so the space gets whatever leaks from the trunk. With no return, supply air can't circulate either. We add supply runs sized to the rooms, a return low on the wall, and a damper so you can balance the basement against the upstairs by season. Doing it before the drywall goes up costs far less than afterward.

Check the venting first. Many older Cologne homes vent the furnace and water heater into one chimney. If the new furnace is a 90%+ model on PVC, the water heater is left alone in that flue and may need a liner or its own vent. Older ducts can also be too small for a modern blower.
